Is Morocco ignoring its new military justice law?

A military court in Rabat has again postponed the case of a Malian citizen who has been in detention for over two years, despite the passage of legislation providing that civilians will not be tried in military courts and requiring the transfer of untried cases to civilian courts. Details here.
