All quiet in Maniema

In Maniema Province, in the Democratic Republic of the Congo, there's a military garrison court. But what good is a court if there is no judge? Radio Okapi has the story here. Excerpt:
The Maniema garrison military court lacks judges in Kindu. The president of the NGO Haki za Binadamu, Raphaël Upelele, who is sounding the alarm bell, said on Saturday July 11th on Radio Okapi, that this situation has consequences notably of the pending files, cases of prolonged provisional arrest in violation of reasonable deadlines, but also of excesses on the part of the police inspectors.

"Haki za Binadamu Maniema is deeply concerned by the scandalous paralysis and dysfunction of the military garrison court of Maniema, caused by the absence of its president and the only career judge who animates this military jurisdiction. This situation therefore constitutes a denial of justice and the right to good justice. This encourages people to resort to private justice, with the consequences that this entails and which risk plunging the province into a sort of jungle, "said the president of the NGO. Haki za Binadamu, Raphaël Upelele.
