The New York Times ran this useful story the other day about the Obama administration's plans to increase its use of executive clemency in nonviolent drug cases. Quaere: will there also be an uptick in the number of pardons and commutations in court-martial cases? Typically, there is only the rarest sprinkling of military cases on the list of clemency actions.
