New court-martial appointments in Uganda

There have been new appointments to Uganda's General Court-Martial, the last appointing order having expired. Details are available in this report from New Vision. The article explains:
General Court-Martial (GCM) is one of the four courts in the UPDF legal system. Other Courts are the Court-martial Appeal Court (CMAC), Division Court-martial (DCM) and Unit Disciplinary Committee (UDC). The Members of the CMAC, GCM and DCM are appointed by the Chairman High Command, whereas the UDC is appointed by the Camp Commandant of UPDF General Headquarter[s]. GCM, DCM and UDC members serve for one year, whereas CMAC has no specified limit of time.
In other words, judges of the Court-Martial Appeal Court serve at will. This arrangement obviously does not ensure judicial independence.
