A persistent sergeant in the Guardia Civil

Gloria Moreno, a sergeant in Spain's Guardia Civil, has had repeated battles with the authorities and once again has prevailed. The latest case involves a disciplinary punishment of three months' suspension she received for having looked into conditions at a kennel at the behest of animal-rights groups. On appeal, the Fifth Chamber of the Supreme Court upheld the decision of the Central Military Court that the disciplinary action was unwarranted and disproportionate. The court had found that the colonel who imposed the punishment did not address the specific circumstances of the case or show how Sgt. Moreno's actions had harmed the Guardia Civil. Details here. The decision "adds that there is not the slightest explanation as to why the facts that gave rise to the beginning of the case violated the principle of discipline or why they represented a serious disturbance, damage to the service or impairment of the image of the Civil Guard."
