Civilian judicial pushback in Kampala?

The High Court has given the Ugandan government a hard deadline for explaining why a civilian (formerly a Member of Parliament) is being tried for treason in the country's general court-martial. Details here.

Human rights norms strongly disfavor the trial of civilians in military courts. Uganda is a persistent violator of that norm.
