this memorandum setting forth the membership of the Military Justice Review Panel. The Panel was authorized by Congress in Article 146, UCMJ. The Panel will be chaired by Col.
Lawrence J. Morris, JA, USA (Ret). Congratulations and good luck to all concerned.
