An interesting Rwandan military case has been appealed to the East African Court of Justice. At issue is, among other things, court-martial jurisdiction over retired military personnel and whether prolonged solitary confinement injurious to health is permissible. The case follows last year's decision of the Court of Appeal of Rwanda in Prosecutor v. Byabagamba, [2019] 4 RLR (July 12, 2019). A later ruling reducing the appellants' sentences has not been released, and a 2014 ruling that had rejected a preliminary challenge to the military court's jurisdiction over retirees is apparently unavailable in English.
