Creating a professional justice system independent of the military chain of command is still an option this newspaper supports, even if [Mo. Sen. Claire] McCaskill opposes it. Meanwhile, the bill she and [Iowa Sen. Joni] Ernst propose will improve the existing system and help end the pattern of impunity that has allowed military sexual assailants to escape the justice they deserve.
