Pretrial detention without functioning military courts in Guinea?

This news article indicates that the Defense Ministry in Guinea has blocked presidential signature of a military courts bill that would permit trials to move forward. This despite the fact that a number of military officers have already been in pretrial confinement for a long time. Can some reader explain this situation? Is no military justice legislation currently in force?
