The 21-member Supreme Judicial Council of Bulgaria seems to be unable to fill the position of Chair of the Military Appellate Court. According to this article, "the vacancy at the Military Appellate Court opened up after the previous Chair, Petko Petkov, was removed from office after being indicted in a case for embezzlement of EU funds alongside the former Chair of the Sofia Appellate Court, Veselin Pengezov." Neither of the two candidates to head the Military Appellate Court -- Svilen Aleksandrov, who currently chairs the Sofia Military Court, nor Dimitar Fikiin, who serves on the Military Appellate Court -- garnered the necessary 13 votes.
