El Espectador, the Colombian
Council of State has issued a lengthy decree finding that military courts should not be involved with cases of disappearances and extrajudicial executions because they lack a close and direct link to the service. The Council directed apologies to be published with respect to two deaths that occurred in Antioquia in 1997. The victims were falsely described at the time as guerillas. The Council directed that its decision be widely disseminated within the armed forces. Military justice reform legislation remains under consideration in the Colombia Congress.
