The problem of local prostitution has long poisoned relations between local residents and visiting forces -- and vexed commanders. Readers who have watched with dismay as one incident after another has piled up will be interested in the policy letter issued on October 15, 2014 by General Curtis M. No prediction as to whether it will prevent future incidents, but it does seem like a firm (overdue) step in the right direction.
