Proposed changes to Manual for Courts-Martial

A 100-page set of proposed changes to the Manual for Courts-Martial is available here and will be published tomorrow in the Federal Register. There is no summary with the proposal. The Joint Service Committee on Military Justice is accepting comments and will conduct a public meeting on the proposed changes at the U.S. Court of Appeals for the Armed Forces on October 29, 2014, at 10:00 a.m.

    It makes it difficult for interested parties to comment intelligently if there is no summary. I would have thought a summary to be a normal part of the notice and comment process.
