Consultor Jurídico has this article about the Superior Military Tribunal's draft of proposed reform legislation for submission to the Brazilian Chamber of Deputies. Usefully (for those who know Portuguese), the article includes links to the actual bill language as well as a side-by-side table that indicates where current legislation, which dates to 1992, would be updated.
