President Biden's statement on the IRC report

The White House has released this statement by President Joe Biden on the report of the Independent Review Commission on Sexual Assault in the Military (IRC). 

The statement is silent on the fact that proposed legislation that enjoys broad support in Congress would go beyond sexual assault and harassment and domestic violence, affecting a range of other offenses for which the maximum punishment exceeds a year's confinement.
