Misuse of military justice

A civilian college student dies in a fracas in Boston. A Massachusetts state grand jury refuses to hand up an indictment against a suspect who happens to be a Marine reservist. Now the case is before a general court-martial in Virginia.

Is this what the military justice system was created for? It may be constitutional, but is it right?
