An Army massacre in Nigeria

A state-appointed commission has recommended prosecution in a case in which Nigerian Army soldiers killed hundreds of Shiite civilians. The New York Times has the story, with a link to the commission's report.

Will there be courts-martial? If so, will they inspire greater confidence than Nigerian military trials have in the past several years, as chronicled on this blog?
