Readers will recall a controversy in Paraguay concerning the fact that three military justice laws enacted under the dictatorship were never properly published, as required, in the
Official Gazette. The government is balking at doing so, and
the latest development is that family members punished under those laws have taken to demonstrating outside Congress. One current case involves a sergeant who complained on television about unauthorized reductions in his pay.
