The Senate last night overwhelmingly passed a military justice measure sponsored by Sen.
Claire McCaskill (D.-MO). The bill makes
a variety of changes in the system, including abandoning the so-called "good soldier" defense except where good military performance is directly related to an element of the offense. According to Sen. McCaskill, “This debate has been about one thing: getting the policy right to best protect and empower victims, and boost prosecutions of predators.” Sen.
Kerstin Gillibrand (D.-NY) vowed to continue to press for fundamental reform.
