Margret Oumo Oguli, Deputy Head of the Civil Division of the High Court of Uganda,
has ruled that the general court-martial has no jurisdiction over police officers and that prior disciplinary proceedings by the police meant a military trial would constitute impermissible double jeopardy. She awarded damages to former Police Professional Standards Unit commander
Joel Aguma "for the trauma caused by his arrest, detention and prosecution before the military court." Seven other police officials are affected by the ruling.
