2016 Manual for Courts-Martial

The Manual for Courts-Martial, United States (2016 ed.) is now available on the website of the Joint Service Committee on Military Justice. Click here to download your copy.

The preface states:
The Manual for Courts-Martial (MCM), United States (2016 Edition) updates the MCM (2012 Edition). It is a complete reprinting and incorporates the MCM (2012 Edition), including all amendments to the Preamble, Rules for Courts-Martial (R.C.M.), Military Rules of Evidence (Mil. R. Evid.), Punitive Articles, and Nonjudicial Punishment Procedures made by the President in Executive Orders (EO) from 1984 to present, and specifically including EO 13643 (15 May 2013); EO 13669 (13 June 2014); EO 13696 (17 June 2015); EO 13730 (20 May 2016); and EO 13740 (16 September 2016). See Appendix 25. This edition also contains amendments to the Uniform Code of Military Justice (UCMJ) made by the National Defense Authorization Acts (NDAA) for Fiscal Years 2014 through 2016. Finally, this edition incorporates amendments to the Supplementary Materials accompanying the MCM as published in the Federal Register on 8 July 2015, 16 July 2015, 22 March 2016, 15 June 2016, 8 November 2016, and 8 December 2016. The aforementioned NDAAs, EOs, and Supplementary Materials are available at the Joint Service Committee on Military Justice website at http://jsc.defense.gov. Because this manual includes numerous changes, practitioners should consider the MCM completely revised.
Looking forward, when the latest Uniform Code of Military Justice amendments take effect, there will be a host of corresponding Manual changes.
