In the end, Spandau Prison in Berlin held a single prisoner, Rudolf Hess. As of today, there are 15 prisoners at Guantánamo. As Carol Rosenberg writes, all but six are either facing military commission trials or have been convicted. That means there are only nine people simply being detailed.
