If an Executive Order falls in the forest . . .

What if you commit an offense that is created or for which the punishment has been increased during the interval between the time the governing Executive Order is signed and the time it becomes available? As of yesterday, when President Joe Biden signed the latest amendments to the Manual for Courts-Martial, only the brief covering document was available online; the text of the actual changes was not, as CAAFlog noted. (We checked the White House, Federal Register, and Joint Service Committee on Military Justice websites. Nada.) What's an offender to do?
