The Mattis Memo

Secretary of Defense James N. Mattis's recent memo about how to deal with disciplinary issues continues to provoke discussion, as in this article. Still unanswered: why was it issued, and why are sex offenses the only kind of crime it refers to specifically.

  1. John Byron. In 37 years continuous active duty USN and two command tours ... I had not a single instance in which a court martial would have been a preferred way to deal with the situation. Captain's mast — Article 15 proceedings — is ingrained in the Navy disciplinary system and applicable to all but 'serious' offenses. Am not surprised that Navy has so few courts martial.
