No habeas for Paraguayan prisoner

A military court in Paraguay has refused to grant a writ of habeas corpus to a military prisoner who complained that the 1980 laws under which he is confined were never published in the Official Gazette. This litigation is part of a continuing struggle between the Congress and President Horacio Cartes. Details about the case can be found here, in Spanish.
