Unlawful command influence, Uganda-style

Here is the latest from Uganda, where a dissident general is in pretrial confinement:
President [Yoweri] Museveni has said embattled former coordinator of intelligence, currently detained, Gen David Sejusa will eventually be retired from the army as per his wish; but the army was not yet ready to "offload a troublemaker unto society" 
Addressing the media today at his home in Rwakitura, Museveni said, Sejusa brought it all upon himself when he decided to act with impunity (in reference to engaging in political activities while still a serving army officer).
It's more than a little hard to see how Gen. Sejusa is supposed to get a fair trial when the commander in chief makes comments like these. The High Court case concerning his retirement also remains pending.
