here on the appointment of a U.S. Navy rear admiral to investigate the SEALs program's arduous training program. The report is due 30 days from the appointment. Is that time sufficient? Might it have been preferable to appoint a multimember Court of Inquiry? How independent will the investigating officer be, coming from inside the Navy, albeit from a different part?
