Henny Penny

The 21st Amendment to Pakistan's Constitution expired by its own terms on January 7, 2017. With it, the power to use military courts to prosecute civilians lapsed. Parliament is dithering. At what point does someone say, "look, we haven't had these courts for __ weeks/months, and the sky hasn't fallen, so we don't need them"?
