On Thursday the Paraguayan Senate will take up the question of non publication of three military justice laws that were enacted in 1980 but never published in the
Official Gazette. At the moment there is a standoff with President
Horacio Cartes over whether the laws ever took effect. Dissidents now form a majority in the Congress and this issue will be at the top of their agenda. Details
