It's not your browser; the website of the U.S. Court of Appeals for the Armed Forces seems to have been hors de combat all day. Not that PACER is perfect, but it rarely has outages.
As has been the Air Force Court of Criminal Appeals. The Air Force maintains CAAF's website, so the two usually go down together. It seems to happen about once a quarter.
