Given the slow pace of the Guantanamo military commissions and Congress's grumpy intransigence on the entire subject, it's always a pleasant surprise when someone comes up with a new idea that might move things forward. Consider this Courthouse News Service piece by Tim Ryan concerning a suggestion that a civilian federal judge preside at the commissions, in place of the military judges who now perform that function. This wouldn't make the commissions perfect, but as the saying goes, "it wouldn't hurt."
