Who runs India's Armed Forces Tribunal?

The Supreme Court of India is considering a petition filed by the Armed Forces Tribunal Chandigarh Branch Bar Association. So far, the 3-member bench has rejected the Association's claim that the head of the Tribunal had abused his discretion in temporarily reassigning one of the AFT's judicial members. Still pending is a claim that the Ministry of Defence ought not to have control over AFT appointments.
