The Uganda Human Rights Commission, a governmental body created by the country's constitution, has objected to the Army's failure to comply with the decision of the Constitutional Court barring the trial of civilians by court-martial. here. The commission chair suggests that undue force was used, and the interviewer points out that until such time as the Constitutional Court's decision is overturned, it must be complied with.
