A mysterious case of the slows in Ottawa

Dave Pugliese writes here in the Ottawa Citizen about whether and when sex offenses will, as promised, be transferred to the civilian law enforcement and court systems. Excerpt:

The Canadian military has faced sexual misconduct scandals in the late 1990s and in 2014. Each time, either the military leadership or government of the day brought in a retired judge or a panel of experts to make recommendations on how to deal with sexual misconduct. Each time many of those recommendations were ignored.
