Equal justice under law

The challenge of administering military justice evenhandedly comes in many forms. Reports of harsher justice for Black personnel have been worrying (emphatically not a new issue), and it is often said that there are "different spanks for different ranks." The current proceedings involving an Air Force major general may show a new willingness, in one service branch, to move in a different direction. Is there an "old boy" network in the Air Force that takes care of its own? If so, what sbout the other U.S. armed forces?
