Huh?

Remember Kulbhushan Jadhav? He's the Indian national who was sentenced to death by a Pakistani court-martial on spying charges -- and who is the subject of an International Court of Justice determination that he was denied Indian consular access that was guaranteed under the Vienna Convention on Consular Relations? The ICJ required Pakistan to afford him meaningful appellate review. It now appears that Pakistan is claiming that it complied but he elected not to appeal. Here's the news coverage.

We'll hear more about this, but the circumstances certainly make one wonder about the claim that Mr. Jadhav waived appellate review knowingly and voluntarily.
