The Crown stayed the Breach of Trust charge against Vice Admiral Mark Norman, former Vice Chief of the Defence Staff (VCDS), following an RCMP investigation into the leak of Cabinet Confidences related to the leasing of a supply vessel from the Canadian industry.
The Director of Public Prosecutions, Kathleen Roussel, noted that the Crown could not prove beyond a reasonable doubt that VAdm Norman's conduct in this case amounted to a "serious and marked departure from the standards expected of a person in his position of trust" and therefore there was no reasonable prospect of conviction.
