According to this report (in Spanish), twenty Imprisoned Mexican Military Officers wrote a letter complaining about the military trials that had some of them sentenced up to 31 years in jail for crimes committed during the "war on drugs". There are at least a couple legislative initiatives awaiting debate this month in the Mexican Congress to finally establish a legal framework for the Armed Forces' participation in the internal security threat posed by organized crime. This letter adds a key issue to the debate, the scope and internal proceedings of the military justice, and the corresponding competencies of the ordinary justice, for members of the armed forces involved in this quagmire.
