The antepenultimate paragraph is especially noteworthy for those who have been following the issues surrounding the country's military courts. Mr. Rasool, a lawyer in Lahore, urges the development of "fresh standards of proof, evidentiary requirements and procedural contours, for trying militants that persistently escape the porous clutches of our existing criminal justice system." He argues that the jurisdiction granted to the military courts should revert to the civilian courts.
