Arm-wrestling in Paraguay

Today was the deadline, but the executive branch in Paraguay, headed by President Horacio Cartes, is standing its ground in the face of the Senate's demand that three military justice laws from 1980 be published in the Official Gazette.

According to this report, lawyers for some military members say there is a risk of "juridical chaos" if laws can be deemed valid even if they are published by other means, since there are discrepancies in the texts that have been published. See comparative table, above.

A decree of March 11, 1939 requires that laws and decrees be published in the Official Gazette.
