Former naval officer speaks at Yale about sexual assault in the military (and elsewhere)

Former President Jimmy Carter spoke yesterday at Yale's Woolsey Hall on the treatment of women around the world. Among numerous other things, he pointed to the power of commanding officers in the military to decide whether to pursue criminal charges in cases of sexual assault of personnel under their command. He didn't say so in so many words, but Global Military Justice Reform's person covering the event came away with the clear impression that the former Commander in Chief (who mentioned that he had spent 11 years in the U.S. Navy, serving in submarines) believes that aspect of the military justice system should change.
