Changes in Mexican military justice

The Mexican Department of Defense has published a decree modifying certain aspects of the military justice system. Among the changes are a requirement that all members of a court-martial be of equal or higher rank than the accused, apparently to be drawn by lot from among those officers in the area. Soldiers who are accused of crimes against civilians can be held in military preventive detention. Additional details appear in this article from El Financiero.
