Captain Zachary D Spilman, opposing the legislative proposal to transfer initial disposition authority from commanders to lawyers outside the chain of command, writes this in an op-ed in the Baltimore Sun:
The inability of military lawyers to get the job done is a reason to take a hard look at the leadership within the military's legal communities.
