Lawrence J. Korb, now a senior fellow with the Center for American Progress: "[Sen.

Gillibrand is right 'because commanders have a vested interest in the outcome, and you don’t need that,' he says. 'Let the lawyers do it.'” Sen.
Gillibrand has said she will support a bill proposed by Sen.
Claire McCaskill that makes other changes in the Uniform Code of Military Justice but leaves disposition authority with commanders. Sen. McCaskill has said she will filibuster Sen. Gillibrand's bill. Sixty votes are needed to end debate on proposed legislation.
