Can a court-martial try a police officer?

Another Ugandan police official who is on trial before the general court-martial has applied for relief from the High Court on the ground that civilians cannot be tried by court-martial. Details here.

Uganda is one of the world's most persistent violators of the human rights norm that strongly disfavors the trial of civilians by military courts. Others include Egypt and Pakistan.
