Notes from the world's greatest deliberative body

The Senate has approved the National Defense Authorization Act for Fiscal Year 2017 without allowing a vote on a military justice reform proposal by New York Democrat Kirsten Gillibrand. The bill includes important changes to the Uniform Code of Military Justice, but these were never examined in a hearing that was open to the public. Even by the increasingly low expectations people have come to hold for Congress, this is a scandalous way of conducting the Nation's legislative business.
