An odd summons in Monrovia

A disturbing controversy is brewing in Liberia, where the Chief of Staff of the Armed Forces has summoned a newspaper publisher and reporter to his office. According to the publisher's attorney, this is improper because under the Constitution the Armed Forces of Liberia lack jurisdiction over civilians. The bone of contention seems to be an editorial that called attention to the fact that two senior government officials were tardy showing up for a ceremony wth the Special Representative of the UN Secretary General.
