Universal Periodic Review: Danish recommendation for independent prosecutorial decisions

The May 15, 2015 draft report of the UN Human Rights Council's Working Group for the Universal Periodic Review concerning United States compliance with human rights instruments is available here. Among other things, the draft notes several recommendations that the United States close the Guantánamo Bay detention facility. Concerning military justice, Denmark proposed the following:
5.294. Improve access to justice, including due process and redress, for victims of sexual violence in the military; this would include removing from the chain of command the decision about whether to prosecute cases of alleged assault (Denmark)
