NYT editorial on military sexual assault and military justice reform

Tomorrow's New York Times has a powerful editorial on the recently released Pentagon sexual assault data and the need for congressional action. Example:
One of the most devastating findings — which the Pentagon, to its credit, expressed concern about — was that nearly two-thirds of those who said they reported an assault also said they experienced some form of retaliation. That is the same as the previous year, despite a new law making retaliation a punishable offense.
The editorial suggests that this subject be taken up during Defense Secretary-designate Ashton B. Carter's upcoming Senate Armed Service Committee confirmation hearing.
